Fan Samantha Bolton wore one of her homemade eye-catching designs to meet Katy before Monday night’s Witness: The Tour concert in Louisville, Kentucky. The black mini-dress was bedazzled with thousands of rhinestones and the Witness eyeball logo. She even had shoes to match.
