Apr. 23, 2012 Governor Walker quietly reinstated the state's merit pay program last year, and the head of the justice department strongly believes in the system.
Attorney General J.B. Van Hollen says it's essential to help keep good employees. He says it's a major concern with DNA analysts in state crime labs, because they often make much less than the private sector.
Van Hollen awarded nearly $300,000 in merit raises and bonuses so far this year. He says he covered the extra costs by not filling vacancies.
