The City of Oshkosh continues to struggle to generate extra revenue from its TIF districts.
The latest city audit shows negative balances for a number of them.
City Manager Mark Rohloff blames that on slower-than-expected development. He says the industrial park districts have the largest negative balances, but some land sales are in the works in the Southwest Industrial Park.
Other districts with sizeable negative balances are the Aviation Business Park TIF, and one created for an expansion at the Bemis plant on N. Main Street.
