A Brown County woman charged in the hanging deaths of her two dogs is ordered to undergo a competency hearing. A February 28th hearing will be held for 57-year-old Pamela McNeill. That order came during an initial appearance Wednesday in Brown County Court. The court will decide whether McNeill can face trial or requires court-ordered treatment. Bond for McNeill was set at $5,000.
