A Green Bay woman accused of killing her two dogs by hanging them will undergo a mental competency exam. A Brown County judge orders the testing for Pamela McNeill–who is facing two counts of Mistreatment of an Animal Causing Death and Felony Bail Jumping. McNeill allegedly hung her two Pomeranians from a tree at a Howard park and ride lot last month because they were misbehaving. She faces up to seven years in prison if convicted.
