Confusion over the new format led some Oshkosh people to throw out their first monthly water bill by accident.
City manager Mark Rohloff says the actual bill was printed on the back of a form that also showed a sample bill.
Those who pitched their first water bill and didn’t pay it on time had their late fees forgiven.
